binutils-hppa64-linux-gnu software package provides GNU assembler, linker and binary utilities targeted for hppa64-linux, you can install in your Debian 9 (Stretch) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install binutils-hppa64-linux-gnu
binutils-hppa64-linux-gnu is installed in your system.
Make ensure the binutils-hppa64-linux-gnu package were installed using the commands given below,
